Social Security to Reinstate Overpayment Recovery Rate

The Social Security Administration (SSA) announced it will increase the default overpayment withholding rate for Social Security beneficiaries to 100 percent of a person’s monthly benefit. The Office of the Chief Actuary estimates this change will result in an increase in overpayment recoveries (i.e., a program savings) of about $7 billion in the next decade.
“We have the significant responsibility to be good stewards of the trust funds for the American people,” said Lee Dudek, Acting Commissioner of Social Security. “It is our duty to revise the overpayment repayment policy back to full withholding, as it was during the Obama administration and first Trump administration, to properly safeguard taxpayer funds.”
The agency strives to pay the right person the right amount at the right time, and issues correct payments to most beneficiaries. When an overpayment does occur, the agency is required by law to seek repayment.
As of March 27, the agency will begin mailing notices about the new 100 percent withholding rate, rather than the recent adjustment of just 10 percent. The withholding rate change applies to new overpayments related to Social Security benefits. The withholding rate for current beneficiaries with an overpayment before March 27 will not change and no action is required. The withholding rate for Supplemental Security Income overpayments remains 10 percent.
People who are overpaid after March 27 will automatically be placed in full recovery at a rate of 100 percent of the Social Security payment. If someone cannot afford full recovery of their overpayment, they can contact Social Security at 1-800-772-1213 or their local office to request a lower rate of recovery.
Additionally, people have the right to appeal the overpayment decision or the amount. They can ask Social Security to waive collection of the overpayment, if they believe it was not their fault and can’t afford to pay it back. The agency does not pursue recoveries while an initial appeal or waiver is pending.

I was contacted by a tax agency that they probably will not respond or even consider it. I was the one that went to SSA to report changes. I moved another but always forwarded new addresses. I disagree. I know I’ll probably have to appeal. Are my chances any better with the appeal? BTW my husband passed away last year, but we intended to use his refunds to make an arrangement. Can SSA consider that arrangement tho he passed away. Are the going to take all or most of my SSI away? We were homeless cuz of covid. But I was able to find a congregate living situation…rent is low, but I have nothing left…no assets…no car… I thought this would be where I would die cuz without my SSI, I will have to buy cheap car and the car will be my coffin.

I’m going through same thing. They sent me a notice in December saying canceling my benefits bc I got a job. I started at beginning of year, reported my income, they sent a notice in July saying they considering canceling my payment…”bc of substantial income gained” so I was like kool. Yet I didn’t have health insurance, and they kept giving me payments…than sent me a notice in October and November about increased payments for 2025, than sent me a notice saying canceling, and want 30k back from me. I wrote them as asked, didn’t hear from them for three months, than got a later just last week dated from the 18 of march saying pay them back 30k. They never responded to my letter that “I had to put in drop box” personally and in a social security envelope. So now I have to worry about my wages being garnished I have to hurry and fill out this form that they didn’t even tell me about in first form and it’s all a scam. They don’t help anyone, in fact put you at risk of being homeless and with no benefits meaning kill somebody. Just bc I found a job that I can get by with and not get a measly 13-15k a year.

Well I guess this explains why I haven’t received my disability yet. And if this is the reason I will never vote again. Sorry to say I voted trump, hope I didn’t do the wrong thing. As it is I barely survive. I go to foodbanks and literally starve some days because they don’t even have enough. I guess I’m just going to start stealing and if I go to jail at least I’ll be taken better care of. I know it’s only been 3 months trump but come on,move your ass!

If I live on a limited income $947.00 a month and I have been over paid Ex; $200.00 a month over a 2year period and I have to pay back $4800.00 of over payment, does that mean that my check $747.00 would be held for the next 5-7 months until the $4800 is completely paid back. contact them and tell them you can’t afford it, you fill out a form and they will lower your repayment rate. it’s just one more hoop they want the most injured people to jump through to make surviving as hard as possible.

I worked a lot right after retirement. If I have to pay back what SS paid, can I pay back the entire amount I collected and recalculate my benefit as if I never collected?
