Social Security Pays Billions of Dollars in Retroactive Payments

Social Security Administration SealThe Social Security Administration (SSA) today shared its significant progress to quickly implement the Social Security Fairness Act. Through March 4, 2025, SSA has already paid 1,127,723 people more than $7.5 billion in retroactive payments. The retroactive payments are the result of the repeal of the Windfall Elimination Provision (WEP) and Government Pension Offset (GPO). The average retroactive payment so far is $6,710.

“President Trump made it very clear he wanted the Social Security Fairness Act to be implemented as quickly as possible,” said Lee Dudek, Acting Commissioner of Social Security. “We met that challenge head on and are proudly delivering for the American people.”

The WEP and GPO provisions reduced or eliminated the Social Security benefits for over 3.2 million people who receive a pension based on work that was not covered by Social Security (a “non-covered pension”) because they did not pay Social Security taxes.

The agency continues to pay remaining retroactive payments and is ready to begin paying higher monthly benefit payments beginning in April for people’s March benefit.

      • T.Y.

Hi, Bonnie. Thanks for reading our blog and for your question. The Social Security Fairness Act ends the Windfall Elimination Provision (WEP) and Government Pension Offset (GPO). These provisions reduced or eliminated the Social Security benefits of people who receive a pension based on work that was not covered by Social Security because they did not pay Social Security taxes. This law increases Social Security benefits for some workers in many states, federal employees covered by the Civil Service Retirement System, and people whose work had been covered by a foreign social security system. Learn more about the steps the Social Security Administration (SSA) is taking on our Social Security Fairness Act webpage. We hope this helps.

It is a repeal of a unfair law passed in 84. It took away most if not all SS and widows benefits . I you qualified for a government pension . I worked 36 years for USPS. As part time i paid SS when i become full time I paid into federal retirement. Plus i worked other jobs before USPS and after. The law took 85% of SS and 16% of my USPS . Leaving me with less in retirement as if i had never worked SS! And no widow benefits after my husband died. The repeal was written 25 times but congress would not put it on the floor. They knew it was wrong almost immediately! Myself and millions were denied out earned and paid benefits. It could happen to you if they decide to change a law 401k IRS. I lost 16% for 14 years. And full SS for 14 years. We eill not get anything we did not pay for. We are getting 1 year back. That is SS. Haven’t heard them mention the 16%.

No. It does not. Why is it so burdensome or difficult for SSA to have an online option to ask questions SPECIFIC to one’s own benefit inside of “myssa” profile account? Or better yet, automate notifications to email so every single WEP affected recipient including those that took a lump sum disability retirement withdraw from PERS system now SSDI recipient can have a clue of status and allow us to monitor progress DAILY. You issued the first bar graph or chart with PROGRESS 3/4/25 but then…? Waiting another month before an issue is found is counterproductive and a waste of time. Now is when records should be looked at and reviewed for WEP or GPO repeal retro payments. I already know I have a “manual calculation” situation so I want it to be reviewed now, not next month after everyone else has their payments. You think I can get in touch with anyone to do this? Negatory. Impossible.

May daughter is now 65% blind because of an aneurysm’s behind each eye they were able to stent and coil. She was lucky to have had a symptom, most don’t and do not survive. But because she has about 35% of vision in one eye (blind in the other) she is needing to appeal her case to Social Security and no one at Social Security will touch it because of Trump and fear of losing their job. You must have less than 20% in your good eye. It hasn’t seemed to matter that the vision remaining is blurry, she has ghosting (sees things that aren’t there), MASSIVE residual headaches, NICE syndrome (her body is seeing the stents as a foreign object and rejecting them) causing stroke symptoms of slurred speech and arm pain making high dose steroids necessary also creating several issues. Now no one at Social Security wants to lose their job, she will never get approved. She can not work or drive. She was an elevator mechanic for years (one of the few women in the trade). She can’t get early disability retirement from her union unless approved by Social Security. She now has no money coming in and is in dire straights. Our family has done nothing but work hard and pay our taxes all of our lives. Now this. Just makes you want to !!!! Please pray for Jaime. I don’t know where to turn. My State Representative Mark Amodei’s office can’t seem to call me back which is the only place where I might be able to get some assistance.

Harriette, I hear you and send your daughter and family blessings in these trying times. You may want to consider contacting your local news station and/or newspaper to see if someone will hear your story about your local representatives unresponsiveness. You’d be surprised to find that they actually welcome stories like yours that are being reported in their broadcasting area. Another vital resource on getting your representatives off their phone to their wealthy donors, is the ever vigilant Ralph Nader.
His website – nader.org – is a treasure trove of quality information on how to put pressure on your representatives and get them to work for you , your family and your community instead of the millionaire and billionaire donors who are on speed dial and first name basis.
Ralph’s website also stays current on issues that citizens should be aware of and be actively involved in. From corporate crime to consumer rights and financial fraud that’s ruining lives for our senior citizens. Shame on those who prey on the most vulnerable citizens who worked hard all their lives and are trying to enjoy retirement only to see their savings stolen by greedy monsters. It’s issues like this that our representatives should be dealing with and preventing, not what their top donors are paying them to do ( and that donation by the way is a tax write off)
I wish you and your daughter the best.

Thanks for reading our blog and for your question, Linda. You may be eligible for an increase in your monthly Social Security benefits if you received a pension based on work that was not covered by Social Security because you did not pay Social Security tax. Learn more about the steps the Social Security Administration (SSA) is taking on our Social Security Fairness Act webpage. We hope this information helps.

Jeff, did your myssa.gov online account show a payment made today? Or did it just deposit without any online account (ssa) changes? I am waiting for any notice, email or my payment but nothing. And hours on hold when calling SSA. Thank you.

Were you a teacher and was it only for people who had a pension?

I’m trying to figure this out also. I received my check on March 3rd and I’m very happy about this, however I don’t know how many months it was for. I’m guessing 1/01/2024 – 12/31/2024. But it could be thru February of 2025. I’m just not sure about it because I still haven’t received a letter explaining.
